How to Pin Down Your Subject

First, know how the databases are indexed. Public records are generally indexed by NAME. Some records searches, like Criminal Records Searches, require NAME and DOB, or at least YOB.

Proprietary databases require the SSN for some searches, like Credit Header searches, to verify a person's identification, and Trace Detail Searches to compile address history, possible associates and relatives. Also for confirming vehicle ownership, bankruptcies, liens and judgments and more.

Credit Headers are indexed by SSN. The credit header is the semi-private portion of the credit file
and contains Name, DOB, SSN, and Addresses reported.

The key word here is “Reported.” Only the subject can affect the content of his or her credit header. So, if false information is reported, that false information also becomes a permanent part of the header.

You will need a SSN to search Credit Headers and run Trace Detail reports for address history, possible
associates and relatives, and for confirming vehicle ownership, liens and judgments.

Fact:

Identifiers are FULL name, DOB, SSN, and reported addresses.
