Hawaii

If the birth parents are not found in 120 days, adoptees are granted access to records. Birth parents rules are the same, and may obtain an original birth certificate.

Missouri does not have an active registry, rather, it is passive and requires both the adult adoptee and the biological parent to have registered.  True, an adult adoptee may request the court to order a search, which would be active, however this is a different action than the registry.  (573) 751-4329.
